The Third Wonder consists of 4 parts. They can be unlocked by completing the missions at the Port Authority after completing the Second Wonder. You will not be able to obtain the Third Wonder without obtaining the previous 2 wonders.

Tips[]
The third wonder is highly dependent upon animal collecting and splicing. It is recommended to do a flow chart / tree diagram for animals needed to splice. especially for parts 3 & 4, as there are many overlaps. For some basic splicing charts, please see the individual mission pages, linked above.
Another component of splicing that often gets overlooked is the coins cost. While you may have all the animals you need, if you run out of coins, you will have to wait to build up more before you can complete the missions. Cost of splicing increases in proportion to your level upgrade amount. By the time you get to the 4th and final part of the third wonder (A Single Tap mission), you can expect your coin expenditure for all the splices to be approximately the same as your level upgrade amount.
You will have the highest chance to obtain the animals you need during Harvest Season -- Spider, Trout & Squirrel (spliced from Mouse). In general, mice are the most useful animal because they can be spliced with others to make all of the most-needed animals for the Third Wonder.
Spider = Mouse + Snake
Squirrel = Mouse + Fox
Trout = Mouse + Blue Whale
Depending on the distribution of the animals you already have when you start the Third Wonder, one strategy to complete all 4 parts quickly is to splice as many mice as possible so they can act as "wild cards" to make the remaining animals you need.
Mouse = Elephant + Chicken
Elephant = Cow + Cow
Chicken = Parrot + Pig
Save up some chroma for Pet Store to improve chances of getting seasonal animals.
